2. This interlocutory application has been filed on behalf of the intervenor/petitioner to be substituted as a petitioner in place of the original petitioner namely Sri Shyam Bihari Prasad. The intervenor Mr. Rakesh Kumar has no locus standi to maintain this election petition as the election petitioner is the dominus litis and he had withdrawn it.

3. In view of the aforesaid, the petition being I.A. No. 4 of 2024 to intervene in the matter is hereby rejected.

4. In view of the submission made by the election petitioner, the same is dismissed as withdrawn.
