Petitioner was hired as an extra hand as Extra Clerk in the Registration Department at Motihari in the district of East Champaran. For the work, which was done by him, he got his remuneration. Such engagement of hands in Registry Office at the relevant time was common because those were the pre-computerization era where deeds had to be transcribed and copies prepared. Nature of the engagement being such, the appellant never acquired the status of the Government servant nor was he

To make things worse whatever little earning he had, he did the vanishing act in the year 1996 for full four years. His absence was his choice, the Government could not intervene and give him a higher status or reward him for his absence by placing him on any higher pedestal than what he was.
Even otherwise, the story relates to the last century. The look of the Registration Department and the work has undergone a change. Most of such people have become redundant. No hands are required for transcribing any document as technology has taken over. Appeal is dismissed being devoid of merit.
