Let the petitioner file a detailed claim for regularization, which he is seeking in the present writ application before the District Magistrate, Muzaffarpur, the Chairman of the Committee, relating to regularization of Class-IV employees for the offices falling under his jurisdiction. Matter can be examined not only in terms of the history
