JUSTICE AJAY KUMAR TRIPATHI ORAL ORDER 01-07-2017 Though the reason has been provided in the counter affidavit filed on behalf of the University for non- payment of pension on the post of a Professor, which the petitioner is claiming, on the ground that the time bound promotion, which was granted to him, after the scheme was no longer in existence. The order was issued much after the scheme was withdrawn, therefore, such promotion was no promotion in the eye of law. The time bound scheme came to end with effect from 23.9.1995. How did the petitioner get his time bound promotion on 1.6.1999 is for the petitioner to explain? However, it will be in the interest of things that the Vice Chancellor of the L.N.Mithila University, Darbhanga passes a speaking order after verifying the
