2. After some argument, learned counsel for the petitioner seeks permission to challenge the impugned order

3. As such, this writ petition is disposed off granting liberty to the petitioner to challenge the same before the concerned authority. It is directed to the authority, before whom the petitioner shall file application, to decide this case on merit after hearing all the concerned parties.
