The petitioner, in paragraph no. 1 of the present writ petition, has sought, inter alia, the following relief(s), which is reproduced hereinafter:- "(i) For issuance of appropriate writ(s), order(s), direction(s) commanding the respondents concerned to promote the petitioner on the post of Assistant Librarian with effect

(ii) For directing the respondents concerned to confirm and regularize the petitioner on the post of Assistant Librarian from the date she was given the charge of the sanctioned post of Assistant Librarian on 1.12.19.

(iii) For further directing the respondents concerned to pay the consequential benefits after granting the promotion to the petitioner on the post of Assistant Librarian in Patna College Library.

(iv) Any other relief(s)."

Learned counsel appearing on behalf of petitioner submitted that the relief, as sought for in the present writ petition, is with regard to placing the case of the petitioner for being considered to be promoted on the post of Assistant Librarian in the Patna College Library. The petitioner is holding the requisite qualifications to hold the post of Assistant Librarian. The petitioner is working as in-charge Assistant Librarian to the satisfaction of the authorities. The recommendation for the same has already been made by the Principal of Patna College, way back in the year 2019-20, vide letter no.775 dated 23.12.2019 and vide letter no.472 dated 17.12.2020 respectively but the petitioner has not been considered to be promoted, after the retirement of one Ram Shakal Paswan on 30.11.2019, in view of the lethargic attitude of the officers of the University.

4. Considering the above information, I find it apt to direct the Vice Chancellor, Patna University to look into the

Patna High Court CWJC No.18832 of 2021(4) dt.24-04-2025 3/3 matter in respect of the grievance of the petitioner and his entitlement, as to whether, he can be considered for the promotion to the post of Assistant Librarian, after the retirement of one Ram Shakal Paswan.

5. The above exercise is required to be completed within a period of three weeks, form the date of communication of this order, by placing the case of the petitioner for promotion before the Statutory Promotion Committee of the Patna University.

6. Accordingly, the present writ petition stands disposed of.
