Accordingly, in view of the limited prayer of the petitioner, I direct that the petitioner may appear before the respondent no. 3 and file a detailed representation stating the circumstances under which he could not join on the selected post and the respondent no. 3 is directed to dispose off the representation of the petitioner within a period of four weeks thereafter.
