Patna High Court CWJC No.18717 of 2021(2) dt.21-12-2021 2/2 It is an admitted position that the petitioner had not participated in response to the said tender notice dated 05.08.2021. In such circumstance, in our view, the petitioner cannot make a grievance in relation to the tender process in which he had not participated.
