JUSTICE KISHORE KUMAR MANDAL ORAL ORDER 11-08-2016 After 13 years of the institution of the complaint under sections 420,467, 468,471, 406 and 120-B IPC naming the petitioner among others as an accused, the present application for anticipatory bail is filed. The allegation is that the petitioner being the family member of the co accused Vinod Kumar Sinha, assisted in committing fraud on the complainant.

The delay in approaching the court for privilege of bail, in my view, has not satisfactorily been explained. It is stated that other accuseds have either been granted regular bail or anticipatory bail.

In my view, the petitioner should surrender and
