2. Heard learned counsel for the parties.

3. In the instant petition, the petitioner has prayed for the following reliefs:

"That this application for issuance of an order or direction or a writ preferably in the nature of certiorari quashing the Final Panel (2019-20) dated 28.03.2020 prepared for appointment of Grade 4 employees in Saharsa district signed by the Collector, Saharsa whereby the petitioner has not been appointed and no reasons have been assigned by the authorities for the same. The petitioner further prays for issuance of a writ of mandamus to the authorities to modify / amend the aforesaid panel by placing the petitioner at the appropriate place in view of her seniority and

Patna High Court CWJC No.3420 of 2021 dt.29-01-2022 2/2 qualifications and be further pleased to direct the authorities to appoint the petitioner on Class-IV sanctioned post granting her all consequential benefits and/or be pleased to pass any other suitable and appropriate orders in the facts and circumstances of the case."

4. Without impleading such of those persons, whose rights are likely to be affected in the final panel / list dated 28.03.2020, the present petition has been presented in seeking appointment of Grade-IV employee in Saharsa district.

5. Therefore, the present petition stands dismissed in the light of the decision of the Apex Court in the case of Ranjan Kumar & Ors Vs. The State of Bihar & Ors., reported in (2014) 16 SCC 187 (Para 3 to 13) reserving liberty to the petitioner to file fresh petition.
