The petitioner is Research Scholar who got himself registered for Ph.D degree in the month of October, 2010. Under the scheme for award of Ph.D. degree thesis is required to be submitted within four years from the date of registration which can be extended by two more years on reasonable grounds. The petitioner did not submit his thesis within four years. It is his case that he submitted his thesis in last week of October, 2016. The Head of the Department refused to put his signature on his thesis on the ground of paucity of time. It is the case of the petitioner that the petitioner has approached the Vice Chancellor raising the said grievance.

Considering the nature of dispute, which has been raised in the present writ application, it would be appropriate if the petitioner pursues his remedy before the Vice Chancellor or the Chancellor of the Universities of Bihar, if any such situation arises.
