JUSTICE CHAKRADHARI SHARAN SINGH ORAL ORDER 21-07-2017 This writ application has been filed seeking a direction to the Respondent-Magadh University, Bodh Gaya to issue order of affiliation to the petitioners'-college, i.e., Mirza

Ghalib Teacher Training College, Patna for conducting M.Ed. programme of two years with an intake of 50 (one Basic Unit) from the academic Session 2017-18. The college has recognition granted by the National Council for Teachers Education under Clause 7(16) of the National Council For Teacher Education (Recognition Norms and Procedure) Regulations, 2014 issued way back on 21.10.2016. Under certain orders of this Court, the University had conducted inspection for grant of recognition, which is not in dispute.

2. Learned Counsel for the University informs that the inspection team has so far not submitted the inspection report.

3. The University is directed to take decision on the point of affiliation within a period of four weeks from today. In any event, the inspection team should not take more than two weeks for submissions of its report, whereafter the University shall take final decision accordingly, within maximum period of two weeks.

4. Admission to M.Ed. Course is based on a Common Entrance Test held by the University. Admission on the basis of such test can be taken only in constituent and affiliated Colleges. The candidates are to be recommended by the University for admission to such Colleges, which are affiliated. By interim order, dated 30.06.2017, the Court had

directed that if the institution is granted affiliation, merit list prepared by the said Entrance Test shall be the basis for admission. In that background, it is directed that once the institution is granted affiliation, the University shall ensure that the College is allowed to take admission on the basis of said merit list, which should be prepared accordingly. It is made clear that the University shall ensure that decision with respect to affiliation is taken in a manner that the College is able to take admission to the said course before last cut-off date prescribed, if any, for admission to the Course for the Session 2017-18.

This application stands disposed of.
