JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 01-12-2017 Heard learned counsel for the petitioner and counsel appearing on behalf of the T.M.Bhagalpur University. The grievance of the petitioner is regarding non-placement of his case before the Statutory Selection Committee for consideration of his case for promotion under the Career Advancement Scheme. The Statute for Career Advancement was framed by the Chancellor in the light of the UGC Scheme in order to consider the case of teachers for providing promotional avenues. The idea behind the Statute was to expeditiously consider the case of all eligible and the respondent-University was required to consider the case of the petitioner along with other eligible for consideration of their

If the respondents have not placed the case of the petitioner before the Statutory Selection Committee for consideration of the case of the petitioner for promotion under Career Advancement Scheme, they are required to do it at the earliest.

The writ petition is disposed of with the direction to the Registrar, Tilka Manjhi Bhagalpur University to place the case of the petitioner before the Statutory Selection Committee of the University for consideration of the case of the petitioner and alike grant of promotion under the Career Advancement Scheme in the rank of Professor within a period of sixty days from the date of receipt/production of a copy of this order.
