This Court on being informed by the learned counsel for the respondents that the petitioner has already retired on 29.2.2008 and has filed this writ application on 27.1.2011 for grant of increment, which allegedly became due to him in his service period in between 1973 to 2008 would find this writ application to be wholly belated specially when no explanation has been given as to why the petitioner did not approach with regard to his terms and conditions of service during his service period. That being so, this application is dismissed on the ground of delay and laches.
