2. With the consent of the parties, the present writ application is being disposed at the stage of admission itself.

3. Learned counsel for the petitioner submits that the for the relief as claimed in the present writ application, the petitioner is prepared to file a detail representation before the District Magistrate, East Champaran at Motihari and prays that appropriate direction be issued to the District Magistrate, East Chaparan, Motihari to decide the representation of the petitioner on merit after giving an opportunity of hearing to the petitioner.

4. To the aforesaid prayer being made by learned counsel for the petitioner, learned counsel for the State has no

5. Considering the limited nature of prayer made by learned counsel for the petitioner, this writ application is disposed of granting liberty to the petitioner to file a detail representation before the District Magistrate, East Champaran at Motihari within one month from today and if such a representation is filed, the District Magistrate, East Chaparan at Motihari shall decide the same on merit after giving an opportunity of hearing to the petitioner by passing a reasoned and speaking order.

6. The entire exercise must be completed by the District Magistrate within six months from the date of filing of the representation.

7. With the aforesaid observation and direction, the present writ application is disposed of with liberty as aforesaid.

8. All pending I.A.s, if any, is deemed to have been disposed of.
