Writ application is disposed off with a direction upon the Superintending Engineer, PHED Circle, Bhagalpur to do the needful with regard to the claim of the petitioner for grant of A.C.P. in accordance with law. A decision in this regard must be taken within a period of four months from the date of communication / production of a copy of this order.

Court has expressed no opinion on the merit of the claim of the petitioner, in view of the fact that the respondents in their counter affidavit have not indicated as to why a decision has not been taken.
