The order bearing Memo No. 5499 dated 14.11.2006 denying time bound promotion to the petitioner is put to challenge after a decade. The delay does not persuade this Court to grant indulgence.

The writ petition suffering undue laches and the petitioner as a fence sitter, in trying to derive benefit of a challenge successfully made by Vigilant litigants, cannot be granted a premium over his laid back attitude.

The writ petition is dismissed.
