The grievance of the petitioner is that the Panchayat Sarkar Bhawan is to be constructed in accordance with the government guidelines in the headquarter village and in the present case, the same relates to Panchayat Raj Sirsiya, Hanumanganj, District, Araria but in spite of the land having been identified, the required amount has not been sanctioned till
Patna High Court CWJC No.13556 of 2023(3) dt.15-02-2024 2/2 date.

Considering the aforesaid submission made on behalf of the petitioner, who is the Mukhiya of the Gram Panchayat, the Additional Chief Secretary, Department of Panchayati Raj, Government of Bihar is directed to take appropriate action in the matter, so that the basic structure of the Panchyat Raj of local area being the Panchayat, Sirsiya must not be stalled for non-availability of the building, which is required as per the State Government, as well as, the Central Government policy and in this regard, guidelines have already been issued by the Department. In case, the Additional Chief Secretary finds that it is the District Panchayat Raj Officer, who has delayed the matter in sanctioning the amount, then in that case, he must take appropriate action against him, so that further development programme must not be hampered.
