It is a well considered decision with regard to the various claims made by the petitioner by way of entitlement in the background of the decision rendered in CWJC No.3752 of 2003.
Counsel for the petitioner, however, draws the attention of this Court that on 26.1.1971, there was an entry in his service book that he had passed the Hindi Noting and Drafting examination. This position, however, was reversed or a fresh entry was made on 6.4.1990 that he has not. If the petitioner has passed the Hindi Noting and Drafting examination, he is free to produce evidence thereof before the authorities to consider the matter, else the issue will
