Counsel for the petitioner submits that it is a case of disproportionate punishment as the only allegation against him was not achieving the target with regard to 'Jalkar' for which a major punishment has been awarded to him.

Counsel for the State raises a preliminary objection that the order is appealable before the Government which is not disputed by the petitioner.
