A reading of the charges surely compels this Court to observe that a departmental proceeding is required to be held and concluded, so that if the petitioner is exonerated, he can live honorably or the charges are established, he is shown his place. In either of the cases the proceeding must be expedited and concluded preferably within a period of eight months on the outer limit. Learned counsel for the petitioner submits that the petitioner will co-operate in the proceeding to get himself exonerated of the charges so brought against him. The enquiry officer and the

Learned counsel for the petitioner states that the petitioner has not been paid his subsistence allowance since October, 2014. If it is so, there is an obligation upon the District Education Officer, Gaya(respondent no.4) that the petitioner gets his subsistence allowance, which is his right within the framework of the rules, within a period of six weeks from the date of production of a copy of this order The writ application is otherwise dismissed with the above direction.
