Having regard to the fact that the petitioner has some sort of a belief that there is a Government decision with regard to ban on the transfer of the Office bearers of the Association and therefore, the impugned order of transfer is bad which runs contrary to the Government decision, this Court must make it clear that such decision of the State Government is wholly directory in nature and therefore, no writ can be issued by this Court as was held way back in the case of Man Singh vs. State of Bihar & ors., reported in 1982 PLJR 368.

That being so, this application is wholly misconceived and is, accordingly, dismissed.
