Writ application is dismissed at this juncture, because there is no occasion for quashing or interfering with Annexure-11. If the respondent-authorities want to review the situation and take a fresh decision, it is too early for this Court to interfere with such a decision, especially when Annexure-11 has been passed within 11 days of issuance of Annexure-10, the previous decision for up-gradation.
