In this writ application, the petitioner wants to reopen the matter which was closed ten years earlier. The petitioner claims revision of the pay-scale which was fixed in his favour much earlier and, after his retirement, he is raising a grievance that the respondent no.8 was given the revised pay-scale and he should also be given the same pay-scale.
Learned counsel for the State submits that though there was a proper revision of pay-scale from time to time but after a delay
Patna High Court CWJC No.8304 of 2013 dt.22-06-2016 of ten years, the chapter, which was closed ten years earlier, cannot be reopened.
This Court does not find any merit in the present writ application and, accordingly, the same is dismissed also on the ground of delay and laches.
