JUSTICE AJAY KUMAR TRIPATHI ORAL ORDER 19-08-2017 Since Sahitya Alankar degree is the basis on which the petitioner is seeking benefit of Graduate Trained Scale and since this Court has already declared and held that Sahitya Alankar is no degree, much less equivalent to a Graduate Degree, the expectation of the petitioner to earn and beget promotion on the post of a Graduate Trained Scale, so that he can earn an assured pension, which he does not deserve, is a misplaced expectation to have. Petitioner should count his blessings that with such kind of degree, he remained in service and derived benefit.

The status of Sahitya Alankar Degree and the position thereof has been declared in the case of Reeta Srivastava & others vrs. The State of Bihar & others, reported in
