2. There is consensus at the Bar that the matter in issue is squarely covered by the judgment dated 22.08.2019 passed in

Patna High Court CWJC No.12358 of 2024(2) dt.19-08-2024 2/2 C.W.J.C. No.11255 of 2016 and C.W.J.C. No.3828 of 2015, which has been affirmed by the Hon'ble Apex Court and the Full Bench judgment in the case of Ramashankar Patel Vs. State of Bihar reported in 2019 (3) PLJR 1291.

3. In such view of the matter, I direct the petitioners to file a detailed representation along with relevant documents and copies of all the judgments in support of their claim before the respondent no.6 within four weeks and respondent no.6 is directed to pass a reasoned and speaking order within ten weeks thereafter, considering the judgments and the policy decision of the State of Bihar enshrined in Bihar Litigation Policy.

4. It is made clear that this Court may take serious view of the matter if this order is not complied within the stipulated period as aforesaid.

5. With the aforesaid direction, this writ application stands disposed of.
