JUSTICE SHAILENDRA SINGH ORAL ORDER 27-11-2025 The instant writ petition has been filed by the petitioner under Article 226 of the Constitution of India seeking the following reliefs :- "(1) For the issuance of a writ in the nature of certiorari or any other writs, orders and directions for quashing the notification vide Memo no.1295 dated 03.11.2021 issued by the Respondent no.4 for measuring the land bearing Khesra no.7, 47, 48 new and 8 old which is against the law without disposing the representation of the petitioner which is pending before the Respondent no.4 (C.O.).

2. Mr. Md. Harun Quareshi, learned counsel for the petitioner and Mr. Sajid Salim Khan, learned SC-25 for the State-respondents, are present and they are heard.

3. The main issue raised by the petitioner in this writ petition is that his representation dated 02.11.2021, pending before the Circle Officer, Keoti, Darbhanga (respondent No. 4), is not being decided by the respondent No. 4 despite the same is pending before him since 02.11.2021.

4. This Court is of the view that the issue pertaining to petitioner's representation dated 02.11.2021 is premature for consideration under writ jurisdiction of this Court, however, the petitioner has a right to get the final order on his representation dated 02.11.2021 which is pending before the Circle Officer, Keoti, Darbhanga (respondent No. 4) for the last four years. Accordingly, the instant writ petition stands disposed of, with giving the direction to the respondent No. 4 to dispose of the petitioner's representation dated 02.11.2021 as per the provision
