JUSTICE CHAKRADHARI SHARAN SINGH ORAL JUDGMENT Date : 18-09-2019 The petitioner is seeking direction to the Executive Engineer, Works Division-I, Local Area Engineering Organization, Muzaffarpur, to pay a sum of Rs.6,52,320/- which according to the petitioner, he is entitled to, against the execution of work executed in the financial year 2009-10. The petitioner was working at the relevant point of time as Junior Assistant Engineer. It transpires that he retired on 31.10.2013 and the first representation which he is said to have made for payment of the said amount, is of 18.4.2016.

2. Learned counsel appearing on behalf of the petitioner submits that the petitioner has been continuously making representations to the authorities for payment of the said amount.

3. I do not find any justification acceptable to this Court for delay of eight years in approaching this Court.

4. This writ application is, thus, dismissed on the ground of delay and laches.
