1. Heard the parties.

2. The present application has been filed for a direction to the respondent/Aryabhatta Knowledge University to issue original certificate of Bachelor of Optometry course which the petitioner has completed in the year 2022.

3. Learned counsel for the petitioner submits that petitioner completed Optometry course from Public Health Institute, Patna, and completed the internship also on 06.09.2022, but till date original certificate of Bachelor of

Patna High Court CWJC No.12491 of 2023(7) dt.17-06-2025 2/3 Optometry has not been issued to the petitioner. The petitioner had taken admission in the year 2016 in the course of Bachelor of Ophthalmic Assistant in Public Health Institute, Patna. The course, subsequently, was converted into Bachelor of Optometry.

Learned counsel for the university submits that provisional certificate of Bachelor of Optometry has been provided to the petitioner and if the petitioner applies for grant of original certificate and submits the requisite fee along with photocopy of the provisional certificate, the original certificate of Bachelor of Optometry shall be issued in favor of the petitioner.

Learned counsel for the petitioner, in reply, submits that he approached the University office but the requisite fee and the application form for grant of original certificate is not being accepted on the ground that original certificate shall be provided in convocation. He further submits that not a single convocation has been held by the University since its inception.

6. Considering the nature of prayer made in this writ application and the fact that petitioner is ready to deposit the requisite fee and the application form for grant of original certificate, the petitioner is directed to approach the University

Patna High Court CWJC No.12491 of 2023(7) dt.17-06-2025 3/3 and submit his application form and the requisite fee along with relevant papers at the University counter within a period of two weeks. If the petitioner visits the University and submits the relevant papers and the fee at the University counter, the Registrar and the other officers of the University are directed to issue the original certificate in favour of the petitioner within a period of one month from the date of submission of the requisite fee and the application form.

7. The present writ application is disposed with the aforesaid direction.
