The grievance of the petitioner is that Panchayat Bhawan is being constructed on the 'Aahar' (village Channel). The same has been strongly disputed by the respondents in the counter affidavit. Any such issue cannot be adjudicated upon by this Court under Article 226 of the Constitution of India. Mr. Sahay, after making submissions at some length, states that the petitioner be granted liberty to ventilate his grievance before the District Collector.
The application stands disposed of granting the said liberty. Needless to say, if any such application/representation is
