The petitioner was minor at the relevant time and he could not apply for compassionate appointment within time after the death of father of the petitioner.

The petitioner applied for appointment on compassionate ground on 09.05.1997 but the respondents have rejected the claim of the petitioner for appointment on compassionate ground, saying that application for consideration for appointment on compassionate ground was belatedly filed. Considering the totality of the facts situation that we are in 2018 and in relation to compassionate appointment of the
