JUSTICE AJAY KUMAR TRIPATHI ORAL ORDER 09-11-2017 A cost of Rs.15,000/- is imposed on the Vice Chancellor as well as the Registrar of the University because they have failed to file counter affidavit and render assistance for adjudication despite the writ application having been filed way back on 16.06.2016. The cost will be payable to the petitioner for his harassment, which will be payable jointly by the Vice Chancellor and the Registrar from their pocket and not from the University fund.

The decision must be taken and communicated to the petitioner, if not grievance redressed, if entitled, within a period of three months from the date of filing of application with a copy of this order. This order has been passed in the light that no counter affidavit has been filed which could have assisted the Court in adjudication. Writ stands disposed off.
