The impugned order, contained in Annexure-21, dated 20th December, 2013 is quashed.

2. Matter is remanded back to the Principal Secretary, General Administration Department to pass a fresh order taking into consideration the Finance Department's Resolution No. 5376 dated 27/05/2013, which is Annexure-19 to the writ application. The decision must be rendered within a period of three months from the date of production of a copy of this order.

3. Writ application is allowed.
