JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 23-08-2019 Petitioner has to approach this Court in a very trivial issue. He was a regular student of B.A. in D.N. College, Masauri and now he is before this court with a grievance that despite repeated requests, the University has not provided migration certificate. The University has registered the petitioner as a student. It is solemn duty of the University to grant migration certificate.

The shortage of staff or non availability of the regular Vice-Chancellor is no ground to refuse migration certificate.

Patna High Court CWJC No.17282 of 2019(2) dt.23-08-2019 2/2 Under such circumstances, the writ petition is disosed of with a direction to the Magadh University to issue migration certificate latest by 11.9.2019. Failure on the part of the University shall be viewed seriously.
