Assistant on the basis of an advertisement issued by Panchyati Department, Government of Bihar. According to the petitioner, his merit position is 902 in the merit list and according to him, persons below in the merit list have been appointed, ignoring his claim. There are seven paragraphs in the writ petition. There is no averment as to which person of lower merit has been appointed. The allegation of appointment of persons of lower merit is not specific even in the writ application. Merely on the basis of certain representation filed by the petitioner before the District Magistrate such plea is being raised.

2. In my view, even if the averments made in the writ application are taken to be correct, this Court cannot issue a direction, considering the vagueness of the allegation.
