In the present case, the petitioner is challenging the Memo No. 2985 dated 28.6.2016 passed by the Deputy Secretary, whereby and whereunder, Chandan Kumar Ghosh, while being transferred as Pilot Project Officer, Pilot Project Center Inarawaran, has been given the charge of Assistant Director (Sericulture), Bhagalpur, a higher post though Chandan Kumar Ghosh is junior than the petitioner appointed two years after his appointment which is reflected in the seniority list in which
