1. Heard learned counsel for the parties concerned.

2. The petitioner has filed the present writ application against the order of dissolution of Managing Committee and Governing Body of the Kuanra Chandradeep College, Ravilganj, Chhapra, in which, the petitioner was member in the capacity of Principal in the intermediate college.

3. Referring to the impugned order, dated 23.11.2023, at Annexure-P/17, learned counsel for the petitioner submits that

Patna High Court CWJC No.13024 of 2024(2) dt.16-04-2025 2/3 dissolution of the Governing Body/Managing Committee on the ground that uncle of the petitioner was ex-President of the Managing Committee is arbitrary inasmuch as there is no provision in Regulation 17B debarring the niece to be the exofficio member of the Managing Committee.

4. He further submits that after dissolution of the Managing Committee/Governing Body, Adhoc Committee has been constituted which is also not in commensurate with the regulation.

5. On the other hand, learned counsel for the State as well as the Board submits that the Governing Body was constituted on 18.08.2020 and the Managing Committee on 17.08.2020. As per the resolution, the tenure of the Governing Body is three years, since the tenure of the Governing Body has completed in the year 2023, this writ application has become infructous.

6. Insofar as contention of the petitioner regarding constitution of the Adhoc Committee is concerned, the petitioner may file a representation before the Board.

7. I have heard learned counsel for the parties.

8. It is clear that tenure of the Governing Body has now come to an end in the year 2023 as such no direction can be

Patna High Court CWJC No.13024 of 2024(2) dt.16-04-2025 3/3 issued at this stage for revival of the Governing Body. Accordingly, I do not find any merit in the contention made by the petitioner on this issue.

9. This application is, accordingly, dismissed.

10. Insofar as the claim of the petitioner that Adhoc Governing Body/Managing Committee has not been constituted in terms of the Regulation 17B is concerned, the petitioner, if so desires, can filed a representation before the Board.

11. It is made clear that if such a representation is filed by the petitioner, the Board shall dispose the same in accordance with law within a reasonable time frame. (Anil Kumar Sinha, J) ashwani/- U
