If any government servant is allowed to stay decades after decade on the same post in the place he is bound to develop certain vested interest and the issue of discipline will also surely arise. Facts being loaded against the petitioner, the submission of the learned senior counsel that the transfer order seems to be stigmatic in nature, if not punishment, is required to be rejected. Writ is dismissed.
