The petitioner seeks issuance of an appropriate writ directing the respondents to issue pass certificate of B.Ed. Examination in favour of the petitioner. The petitioner is said to have appeared for B.Ed. Examination for the Session 1996-97 as student of National Teachers Training College, Arer, Madhubani, Bihar.

Nothing has been shown to establish that the said College was having due recognition by National Council for Teachers Education. There are lots of controversies involved in the present case. The petitioner has not been able to make out a case for issuance of an appropriate direction. Learned Counsel for the petitioner has relied on a

decision of this Court in case of Shishir Saurabh Vs. B.N.Mandal, University reported in 2007(1) PLJR 251. I do not think the said decision helps the case of the petitioner.
