JUSTICE VIKASH JAIN ORAL JUDGMENT Date: 20-11-2017 The present writ petition has been filed for a direction to the respondent authorities to pay a sum of Rs. 8,34,545.15 and Rs. 85,728.00 to the petitioner for designing DDR Calendar, 2016, based on the concept of Road Safety and for designing eight types of poster, booklet and four types of book mark based on the theme of Road Safety respectively, under the authority of Bihar State Disaster Management Authority, Patna, Bihar.

2. It is submitted that despite the petitioner having designed eight types of poster, booklet etc. based on the theme of Road Safety as required and thus being entitled to be paid an amount of Rs. 9,20,273/- based on the rate card dated 08.07.2010 (Annexure-3), the petitioner has received only an amount of Rs. 85,728/-, leaving an amount of Rs. 8,34,545/- still outstanding.
3. Having regard to the nature of the prayer of the petitioner, the writ petition is disposed of granting liberty to the petitioner to approach the Secretary, Bihar State Disaster Management Authority, 2nd Floor, Pant Bhavan, Bailey Road, Patna (respondent no.
1) with a fresh representation for redressal of his grievances. If any such representation is filed within a period of two weeks from today, the same shall be considered and disposed of, ensuring payment to the extent found due to the petitioner, within a period of six weeks from the date of receiving the petitioner's representation. Any delay in payment of the admitted amount beyond the stipulated period as stated above, shall entitle the petitioner to receive payment together with simple interest at the rate of 6% per annum on the admitted dues calculated from the date when the amount became due till the date of its actual payment. In case the petitioner's claim is found inadmissible, whether in whole or in part, the petitioner's representation shall be disposed of by a speaking order in that regard.
4. It is made clear that this Court is not expressing any
