JUSTICE VIKASH JAIN ORAL JUDGMENT Date: 24-11-2017 The present writ petition has been filed for the following reliefs- (i) To issue a writ in the nature of certiorari for quashing the order so far as it concerns the petitioner as contained in memo no. 7567 dated 22.06.2016 containing a list of defaulting contractors in 71 pages who have been declared defaulter for not completing the work within stipulated time as per agreement and they have been debarred from participating in future tender.
