2. Learned senior counsel for the petitioner submits that the representation of the petitioner has been disposed of. He further submits that the factual matrix arising from the speaking order passed by the respondent authorities has created a new cause of action for the petitioner to sue the wrongdoers.

3. Learned counsel for the State, on the other hand, submits that a reasoned and speaking order has been passed, and that contempt is not made out.

4. In the present facts and circumstances, the MJC
