2. We do not find any reason to interfere with the order passed by the learned Single Judge.

3. The appellant/petitioner would be at liberty to challenge the offending order before the appropriate forum, as directed by the learned Single Judge.

4. In case, such an appeal is filed and necessary explanation is offered by the appellant regarding the delay, the same shall be considered by the concerned authority favorably.

5. The appeal stands dismissed.
