JUSTICE JYOTI SARAN ORAL ORDER 08-01-2016 The petitioner had earlier raised this very issue in C.W.J.C.No.11046 of 2005 which was dismissed by the Division Bench vide order passed on 14.8.2006 placed at Annexure-7 with liberty to approach departmentally.

Once the Division Bench has applied its mind to dispose of the writ petition with an option given to the petitioner to pursue his grievance departmentally, this Court sitting singly would not attempt to review the opinion expressed.

The writ petition is dismissed.
