2. The petitioner is aggrieved by the decision of

Patna High Court CWJC No.14273 of 2024(9) dt.01-07-2025 2/3 the Goshala Committee, Khagaria whereby the petitioner has been blacklisted and thus has been prevented from participating in the ongoing tender for holding Goshala fair.

3. The grounds alleged against the petitioner are that he did not get a "no objection" certificate from the concerned authority; did not pay the requisite amount and; continued to stay in the premises beyond the period for which he was originally permitted.

4. It appears that the regulation of the Goshalas is governed by the Bihar Goshala Regulations, 1954; Section 12 of which mandates that anyone who is aggrieved by the order of the Goshala Committee, would be entitled to file appeal before the Registrar of the Society.

5. Considering this aspect of the matter, we direct the petitioner to approach the concerned officer for the needful.

6. We further direct that in case such an appeal is filed by the petitioner within a period of seven days, it shall be looked into and the petition shall be disposed off by a reasoned order, which shall be communicated to the petitioner forthwith.
