2. By order dated 08.03.2018, the Court had given two weeks time to the petitioners to ensure publication in the local daily newspaper in Hindi vernacular in Darbhanga area and after a fortnight of the publication of the notice, the matter was to be placed. On 24.08.2018, the petitioners were directed to file the paper publication cutting. The same was not complied with and when the case was again taken up on 26.10.2018, the Court had granted further two weeks time to file the paper
