Having heard learned counsel for the parties and considering that the petitioner raises a claim for appointment as a Secretary, Gram Katchahry in the year 2016 owing to resignation of the Secretary, Gram Katchahry which took place on 25.10.2007, it is too late in the day for the petitioner to make such a prayer which is grossly belated having been raised after a lapse of ten years. The writ petition is dismissed suffering from unexplained laches and excessive delay.
