The grievance of the petitioners in the present writ application is non-payment of salary and allowances despite the fact that the petitioners are regularly working as teaching and non-teaching employees in the aided schools in question. The State Government has released fund for payment of salary and allowances to the teaching and non-teaching employees and accordingly, it is obligation of the State Government to see that the money allocated must reach the persons who are entitled to such payment under the scheme

5/5 enumerated by the State Government.

Under the aforesaid circumstances, instead of keeping the matter pending, the writ petition is disposed of with liberty to the petitioners to approach the respondent No.4, the Director, Secondary Education, Government of Bihar who shall look into the grievance of the petitioners and pass reasoned and speaking order with regard to the claim of the petitioners and take corrective measures in the distribution of the fund allocated by the State Government. Such exercise must be completed within two months from the date of receipt/production of a copy of this order.
