The prayer is allowed.

The writ petition stands disposed of with liberty as indicated above.

It goes without saying that if the petitioner approaches the "Appellate Tribunal" within a period of six weeks from today, the learned "Appellate Tribunal" may consider the Appeal on its own merit without examining the question of limitation since the writ petition was filed in the year 2011 itself.
