Therefore, the present writ petition, at his behest, is completely misconceived and is, accordingly, dismissed.
However, if so advised, the petitioner or other concerned persons may approach the District Collector, Muzaffarpur for distribution of surplus lands of the landholder Dineshwar Tiwary if it has been finally acquired by the State Government under Section 15(1) of The Bihar Land Reforms (Fixation of Ceiling Area and Acquisition of Surplus Land) Act, 1961 and if those surplus lands have not been distributed till date.
